What's a good story making website?

I need to make a story for a class that needs to have illustrations and we can use a computer for them so I'm wondering if there's any (FREE and NO DOWNLOADING) site that has something on the lines of scenes i can put in and a bunch of clip art i can put (enough different scenes and clip art to make a good story) Thanks :)
